The Morgan County Sheriff's Office is the main law enforcement agency for areas outside Jacksonville city limits. The office is at 300 W. Court Street in Jacksonville, IL 62650. You can reach them by phone at (217) 245-4144 or by email at mcarmodymj@morgancounty-il.com. Visit the Morgan County Sheriff's website for more details on the department and its services.
The sheriff handles patrol, jail operations, and civil process for the county. Police reports from the sheriff cover incidents in unincorporated Morgan County. If something happened inside Jacksonville, the city police department would have that report instead. Make sure you know which agency responded before you file a records request.
To get a police report from the sheriff, you file a FOIA request. Put it in writing. You can drop it off at the office, mail it in, or send an email. Include the date of the incident, names of people involved, and a case number if you have one. The more detail you give, the faster the staff can find your file.

FOIA Requests in Morgan County
The Illinois Freedom of Information Act (5 ILCS 140/) gives you the right to request police records from any public body in Morgan County. This law applies to the sheriff, city police, and all county offices. Your request must be in writing. Phone calls are not enough.
Morgan County has five business days to respond. They can extend that to ten days if the request is large or involves records from more than one office. If your request is denied, the agency must tell you why. The denial has to cite a specific FOIA exemption. You can appeal to the Illinois Attorney General's Public Access Counselor if you think the denial is wrong.
Fees follow the state standard in most cases. The first 50 pages of black and white copies are free. After that, expect to pay around $0.15 per page. Electronic copies sent by email are typically free. Ask for digital delivery if you want to keep costs down. Not every request will result in fees, especially for smaller document sets.
Some records may be partially redacted. The Criminal Identification Act (20 ILCS 2630/) restricts what arrest data can go public. If charges were dropped or dismissed, those records may be sealed. Open investigations can also be withheld under the FOIA. You will get a written explanation if any part of your request is turned down.
Morgan County Circuit Clerk Records
Jennifer Bonjean serves as the Morgan County Circuit Clerk. The office is at 300 W. State Street in Jacksonville, IL 62650. You can call (217) 243-5419 or email circlerk@morgancounty-il.com. The Circuit Clerk's website has more info on court services in Morgan County.
Court records are different from police reports. A police report covers what happened at the scene. A court record tracks what happened after charges were filed. It includes the charges, plea, trial outcome, and sentence if there was one. You may need both to get the full picture of a case.
To get a court record, visit the clerk's office in person or call to ask about their process. Bring a case number if you have one. The clerk can search by name, but a case number is faster. Fees for copies vary by document type. Certified copies cost more than plain ones.

Types of Records Available in Morgan County
Morgan County agencies hold several types of police records. Each type has its own rules for access. Here is what you can look for:
- Incident reports from the Sheriff's Office
- Arrest records and booking logs
- Traffic crash reports from county roads
- Criminal case files from the Circuit Clerk
- Sex offender data from the state registry
- Warrant info (limited public access)
Crash reports from state highways go through ISP. County road crashes are the sheriff's domain. Crashes inside Jacksonville go through the city police. Know which agency responded before you file a request. Sending it to the wrong office just slows things down.
Active warrants may not be fully public. The sheriff can sometimes confirm if a warrant exists for a named person, but a full list of outstanding warrants is not something they are required to release. Call the non-emergency line and ask. The court clerk may also have warrant data tied to pending criminal cases.
