Access Rockford Police Records

Police records in Rockford come from the Rockford Police Department and the Winnebago County Sheriff's Office. Rockford is the largest city in northern Illinois outside the Chicago metro area. The city sits in Winnebago County, and its police department handles all incidents within city limits. For events in the unincorporated parts of the county, the sheriff's office takes over. This page explains how to get police reports, what the FOIA process looks like, and where to search for criminal history information.

Winnebago County and Rockford Records

Rockford is the county seat of Winnebago County. The Winnebago County Sheriff's Office is at 650 W. State Street, Rockford, IL 61102. Their records division can be reached at (815) 319-6385 or by email at records@wcso-il.us. The sheriff keeps records for calls handled outside city limits but within the county.

The Winnebago County Circuit Clerk is Thomas A. Klein. The office is at 400 West State Street, Rockford, IL 61101. Phone is (815) 319-4500. Court records for criminal cases that start with a Rockford arrest end up here. The circuit clerk can help with case lookups, but the actual police report stays with whatever agency wrote it.

Both offices sit in downtown Rockford, close to each other. If you need both police records and court records for the same case, you can visit both in one trip.

How to Request Rockford Police Records

The Winnebago County Sheriff accepts FOIA requests through several channels. They have an online portal, which is the fastest option. You can also mail, email, or visit in person at 650 W. State Street. In-person hours are Monday through Friday, 8 a.m. to 4 p.m.

The Illinois Freedom of Information Act (5 ILCS 140/) applies to both the sheriff and Rockford PD. Five business days to respond. Possible extension to ten. Your request must be in writing and should describe exactly what records you need. Dates, names, locations, and case numbers all help.

Rockford PD handles its own FOIA process separately from the sheriff. If the incident was inside city limits, send your request to Rockford PD. If it was outside the city, go to the sheriff. Not sure? Contact the sheriff's records line at (815) 319-6385 and they can tell you which agency responded.

Fees for Police Records

First 50 pages free. This is statewide under FOIA. Beyond that, black and white copies are $0.15 per page. Color copies cost more. Payment by check or money order. Neither the Rockford PD nor the Winnebago County Sheriff takes credit cards for records fees.

No charge to submit. You pay when the records are done. The agency tells you the cost first. You can shrink your request if the price is more than you want to spend. For example, if your request returns 200 pages, you could ask for just the first 50 to stay within the free limit, then decide if you need the rest.

Criminal Background Checks

Criminal history checks are a state matter. The Illinois State Police Bureau of Identification at 260 North Chicago Street, Joliet, IL runs all background checks. Call (815) 740-5160 for questions. Neither Rockford PD nor the Winnebago Sheriff handles background checks for the public.

Under the Uniform Conviction Information Act (20 ILCS 2635/), only conviction data is public. Arrests without convictions are sealed. The Criminal Identification Act (20 ILCS 2630/) controls who gets access to the full criminal history file.

Use CHIRP for name-based searches. Register online, then search by name and date of birth. Fingerprint-based checks go through Live Scan vendors. The ISP Access and Review process lets you check your own record at no cost. This is worth doing if you think there may be errors on your file.

State Police Coverage in Rockford

ISP Troop 1 covers Winnebago County and the Rockford area. This is different from the Chicago-area cities that fall under Troop 3. Troopers patrol I-90, US 20, and other state roads near Rockford. If a state trooper made the report, you need to go to ISP, not local agencies.

Crash reports from ISP cost $5. Order them online at isp.illinois.gov/CrashReports or send payment to the Patrol Records Unit, 801 South 7th Street, Suite 600-M, Springfield, IL 62703. Reports come redacted. An unredacted copy takes a court order.

For other ISP records, contact Sarah Wheeler, the ISP FOIA Officer, at ISP.FOIA.Officer@illinois.gov. The ISP main office is at 801 South 7th Street, Springfield, IL 62703. First 50 pages free. After that, $0.15 per page. Check or money order only.

The Sex Offender Registry at sor.isp.illinois.gov covers all Illinois, including Rockford. You can search by name, address, or zip code to see registered offenders in the area.
